Authorities say Irias-Ruiz was under the influence of alcohol and is facing multiple charges, including first-degree vehicular homicide, DUI, reckless driving, and driving without a license or insurance. Local reports confirm that Irias-Ruiz is an illegal immigrant from Honduras. He was previously detained by Border Patrol in 2021 but later released. Immigration and Customs Enforcement (ICE) has now placed a detainer on him in connection with this case.

Jimmy Chang’s family and friends are shattered by the sudden loss. “It’s devastating for all the family right now; we still can’t process that he’s gone,” said Jason Chang, Jimmy’s brother. “He impacted a lot of lives.”

Jason Chang expressed the family’s hope for justice, though he knows it cannot undo their heartbreak. “It’s not going to bring my brother back, but hopefully justice will be served,” he said.
